Scope 2 emissions are the greenhouse gases produced by generating the electricity your servers consume. For cloud, it is estimated as power consumption multiplied by the carbon intensity of the regional electricity grid:

• Power consumption is derived from VM type, storage, and network usage.
• Grid emission factor varies enormously by region — a workload in a renewable-heavy region can emit a fraction of the same workload elsewhere.

Almost every cost optimization is also a carbon reduction. Delete an orphaned VM and you remove its dollars and its emissions. Rightsize an oversized instance and both drop.
